Bidding Caltrans: a CSLB license, DIR registration, a bidder ID and a digital ID

Caltrans' contracting guide says to allow at least seven days to set up electronic bidding, and Bid Express charges fees for the digital ID.

By the Construction California News desk · Oct 31, 2026

Caltrans had 89 projects on its Contracts Out for Bid page on Oct. 31, 2026. For a contractor that has never bid one, the setup takes several steps and some lead time. This is what the state's own guidance says, checked on Oct. 30 and 31, 2026.

1. The right CSLB license

Each listing on Caltrans' Contracts Out for Bid page names the license classes for the work. On Oct. 31, the General Engineering (A) license appeared on 76 of the 89 projects, Earthwork and Paving (C-12) on 44, Concrete (C-8) on 25 and Electrical (C-10) on 16. Some service contracts list only a specialty, such as HVAC (C-20), roofing (C-39) or fencing (C-13). Our license guide explains the classes.

2. DIR public works registration

The Department of Industrial Relations says contractors need a Public Works Contractor Registration (PWCR) number to bid on or work on a public construction project over $25,000 or a maintenance project over $15,000. Registration can be bought for one, two or three years, and it must be valid each year by June 30 to avoid penalties. That applies to subcontractors on the job as well as the prime.

3. Bidder registration and a digital ID

Caltrans' guide "The Road to Do Business with Caltrans" says electronic bidding for major construction contracts is available through Bid Express. To bid online, a contractor must:

  • download the bidding software;
  • get a bidder ID, which is the Caltrans bidder registration number;
  • get a digital ID, the electronic signature, which requires notarized paperwork sent to Bid Express; and
  • submit a request to bid with Caltrans through Bidx.com.

The guide says to "allow at least seven days" to complete the process, and that the digital ID carries monthly account fees starting at $40 plus a one-time $100 fee paid to Bid Express.

4. State bidder registration for other work

For goods, services and other state contracts, the same guide points to Cal eProcure, where a contractor registers as a new bidder, sets up a company profile and manages bid notifications. Small business (SB) and disabled veteran business enterprise (DVBE) certification is also done there. Several Caltrans service contracts on the Oct. 31 list were limited to certified SB or DVBE firms. See our Cal eProcure guide.

5. Bonds

Under Civil Code section 9550, a direct contractor awarded a public works contract over $25,000 must give a payment bond before work begins, and the public entity must state the requirement in its call for bids. Bid and performance security are set by each project's documents.

Program goals

The Caltrans guide also summarizes three contracting programs: the federal DBE program, with goals set contract by contract on federal-aid contracts and an overall goal of 22.2 percent; the state DVBE program, with an overall participation goal of 3 percent; and the state small business program, with an overall goal of 25 percent.

A worked example

Take the Colorado River bridge replacement in San Bernardino County (08-0R3804), which opens Dec. 17 and lists A, C-8 and C-21 licenses. A prime that wants to bid it electronically and has never done so should request its Caltrans bidder ID and Bid Express digital ID by early December to respect the seven-day lead time, confirm its PWCR registration is current, and line up concrete and demolition subcontractors who hold their own CSLB licenses and DIR registrations.

Where to start

Our bids page lists every project on Caltrans' Contracts Out for Bid page, updated daily, with links to each advertisement. The Caltrans bidding guide has the steps and links in one place, and Sub Finder lists licensed specialty contractors by county for primes building a team.
