Selling to California state agencies: Cal eProcure and public works registration

State agencies post bids on Cal eProcure. Construction firms also need a DIR public works registration, and Caltrans highway work is advertised separately on its own portal.

California state agencies publish solicitations on Cal eProcure, the state's procurement portal, where suppliers register and search open bids. Caltrans highway construction is advertised on the separate Caltrans Contracting Opportunities Portal (see how to bid Caltrans contracts).

Public works registration

Any contractor or subcontractor bidding or working on a public works project must first register with the Department of Industrial Relations. DIR applies the requirement to construction over $25,000 and maintenance over $15,000, and says registration must be valid each year by June 30 to avoid penalties.

Licensing

Bidders must hold the CSLB classification the work requires; see our licensing guide. For payment protection on public jobs, see stop payment notice and bond deadlines.
