Bids & Lettings

Caltrans has 89 projects out for bid, led by San Diego and Los Angeles counties

Bid openings run from Nov. 2 to Dec. 17, 2026. Most of the projects list a General Engineering (A) license, and 44 also list Earthwork and Paving (C-12).

By the Construction California News desk · Oct 31, 2026

Caltrans' Contracts Out for Bid page listed 89 projects on Oct. 31, 2026, with bid openings from Nov. 2 to Dec. 17. 67 open in November and 22 in December. The busiest single day is Nov. 10, when 15 projects open.

The list mixes highway construction contracts with smaller service and maintenance contracts, such as hazardous waste disposal, landscape maintenance, elevator maintenance and HVAC work at Caltrans facilities. Each listing names the county and the CSLB license classes Caltrans lists for the work.

Where the work is

Grouped by the Caltrans district that covers the county listed first for each project:

  • District 11 (San Diego): 15
  • District 7 (Los Angeles): 12
  • District 8 (San Bernardino): 12
  • District 1 (Eureka): 9
  • District 5 (San Luis Obispo): 8
  • District 10 (Stockton): 8
  • District 2 (Redding): 6
  • District 3 (Marysville): 6
  • District 4 (Oakland): 6
  • District 12 (Irvine): 4
  • District 9 (Bishop): 2
  • District 6 (Fresno): 1

San Diego County has the most projects of any county, with 12, followed by Los Angeles (11), San Bernardino (9), Mendocino (5), and Merced and Orange (4 each). District 6 (Fresno) has one project on the list: building work in Kern County, opening Nov. 17.

Licenses Caltrans lists

CCOP lists the license classes for each project. Across the 89 projects, the most common are:

  • A (General Engineering): 76 projects
  • C-12 (Earthwork and Paving): 44 projects
  • C-8 (Concrete): 25 projects
  • C-10 (Electrical): 16 projects
  • C-42 (Sanitation System): 11 projects
  • C-27 (Landscaping): 9 projects
  • C-13 (Fencing): 6 projects
  • B (General Building): 6 projects

Six projects list a hazardous substance removal certification (HAZ). The CSLB issues that certification only to contractors who already hold an A, B, C-12, C-21, C-36, C-57 or C-61/D-40 license, according to the board's classification page.

A few smaller contracts are restricted by certification. Seven listings mention small business (SB) or disabled veteran business enterprise (DVBE) preferences or limits in their titles, including HVAC preventive maintenance in San Luis Obispo County, boiler maintenance in Los Angeles County and landscape maintenance in San Diego County.

What it means

For specialty contractors, the license list is a quick filter. Earthwork and paving (C-12) appears on half of the projects, and concrete (C-8) on more than a quarter. Electrical (C-10) appears on 16 projects, mostly signal, lighting and traffic management work. Subcontractors can sort the bids page by county to see which jobs are near them, and primes holding an A license can use this site's Sub Finder to find licensed firms by county.

Caltrans says electronic bidding for major construction contracts is available through Bid Express. Bidders on public works also need registration with the Department of Industrial Relations; see our Caltrans bidding guide.
